Since 2014, the International IP Crime Investigators College (IIPCIC) has been celebrating excellence across the IP enforcement and protection communities around the world. Our annual awards are designed to acknowledge and reward law enforcement personnel and government agencies making a significant impact with innovative and effective approaches to fighting IP crime in this global and challenging environment.

IIPCIC Commendation of Merit

This IIPCIC Award recognizes a law enforcement officer, team or unit for demonstrating outstanding leadership in designing or implementing a unique and innovative approach to an intellectual property crime investigation. The ideal nomination would involve a matter that crossed jurisdictions or countries and posed a risk to human health or public safety.


IIPCIC Professional Service Award

This IIPCIC Award recognizes an individual’s outstanding contribution to the IP community. The nominee would demonstrate the highest professional standards through innovative approaches related to training, technology, or other law enforcement capabilities.

Congratulations to the 2022 award winners! The awards were presented during the during the 15th International Law Enforcement IP Crime Conference, which took take place from 19 to 21 September 2022, in Seoul, Republic of Korea.

IIPCIC Commendation of Merit Español

Awarded to:

Deivis Rios Atencio

Lieutenant, Specialised Division for in Crimes against Intellectual Property, Panama National Police.

In recognition of demonstrating outstanding leadership in the design and/or implementation of a unique and innovative approach to an intellectual property/anti-counterfeiting case.


Mr Rios Atencio is a judicial investigator with 25 years’ service in the Panama National Police and is recognized for solving a number of complex IP cases, and participating in number of IP crime training courses.

Mr Rios Atencio worked as an undercover agent on several occasions gathering intelligence against organised crime groups involved in the violation of intellectual and industrial property rights affecting public health. In one operation, one individual was arrested and pills worth 23,700 USD were seized. In another operation, in the search of a commercial premises, 9,000 counterfeit items bearing various brands protected by intellectual property rights and worth more than 500,000 USD were seized.

Awarded to:

Joan Esteven Guancaneme Moreno

Patrolman, Anti-Smuggling Group, Fiscal and Customs Police, Colombian National Police.

In recognition of outstanding contribution to the IP community demonstrating the highest degree of professional standards.


Mr Guancanme Moreno has dedicated 7 years of his professional life to combatting the smuggling of illicit goods including counterfeit medicines and medical products, cigarettes and cars.

Mr Guancanme Moreno was recognized for his efforts to dismantle transnational organized crime groups involved in the import, distribution and marketing of contraband goods, including illicit medicines intended for institutional use.

During one particular operation, six individuals were arrested and seven search warrants were carried out, resulting in the seizure of 100,000 units of counterfeit and adulterated medicines, destined for terminally ill patients, worth 2,000 billion pesos.

Teniente de la División Especializada en Delitos contra la Propiedad Intelectual.

Este reconocimiento se otorga al agente o a la unidad de policía por demostrar un liderazgo destacado en el diseño o la aplicación de un enfoque único e innovador en un caso de propiedad intelectual o de lucha contra la falsificación.

El Sr. Rios Atencio es un investigador judicial con veinticinco años de servicio continuo en la Policía Nacional de Panamá. Es reconocido por resolver una serie de casos complejos de delitos contra P.I. y por participar en varios cursos de formación sobre delitos contra la P.I.

El Sr Rios Atencio como agente encubierto obtuvo inteligencia contra el crimen organizado involucrado en la violación a los Derechos Contra la Propiedad Intelectual e Industrial, afectando la salud pública. En una operación se realizó el arresto de un ciudadano y se incautaron píldoras valoradas a un total de $23,700. En otra actividad operativa, durante un allanamiento de un local comercial, se decomisó más de 9,000 artículos falsificados con diferentes marcas protegidas a los Derechos de Propiedad Intelectual, valorados en más de $500,000.

El Premio IIPCIC reconoce una contribución sobresaliente de un individuo a la comunidad de la propiedad intelectual. El nominado ha demostrado el grado máximo de estándares profesionales.

El Sr Guancanme Moreno ha dedicado 7 años de su vida profesional a combatir el contrabando de mercancías ilícitas, incluidos medicamentos y productos médicos falsificados, cigarrillos y automóviles.

El Sr Guancanme fue reconocido por sus esfuerzos para desmantelar grupos de delincuencia organizada transnacional involucrados en la importación, distribución y comercialización de productos de contrabando, incluidos los medicamentos ilícitos destinados a uso institucional.

Durante una operación en particular, seis personas fueron detenidas y se ejecutaron siete órdenes de registro, lo que resultó en la incautación de 100.000 unidades de medicamentos falsificados y adulterados, destinados a enfermos terminales, por un valor de 2.000 billones de pesos.
